On January 3, 2017, Scott Mitnick was appointed County Administrative Officer for Sutter County located just north of Sacramento in Northern California. In this role, Scott leads an organization of over 1,000 employees spread across more than 20 departments with a budget of over $280 million providing an array of municipal services to 100,000 residents over 600 square miles. His main task in this new assignment is to implement “best management practices,” improve employee morale, ensure quality future economic development, and position the overall organization for a much brighter and dynamic future as the greater Sacramento Valley continues to grow.
Prior municipal government leadership positions included serving as Thousand Oaks City Manager for over 11 years from 2005 to 2016. In this role, Scott managed over 600 employees across ten departments and a budget of over $200 million. Thousand Oaks, located in Ventura County with a population of over 132,000, has long been considered one of California’s premier cities. During Scott’s long tenure, his leadership and vision enabled Thousand Oaks to provide an array of world-class municipal services (including highly successful performing arts theatres, golf course, library system, state-of-the-art wastewater collection and treatment facility, water system, teen center, senior center, and an incredible open space system). He also weathered the worst recession in the City’s history and ensured fiscal and political stability for the long-term.
Scott Mitnick is actively involved in furthering the city management profession and advocating for effective city government. He was a Board Member for Cal-ICMA and served as its President in 2012. Additionally, he previously held the title of Vice President for the American Society of Public Administrators. Scott is also a member of the International City/County Management Association, California City Management Foundation, and Government Finance Officers Association.
Scott has been a Guest Lecturer to classes in China, UCLA, USC, Syracuse University Bristol (UK), CSUN, CSUF, and CLU. He regularly publishes articles regarding local government management. Scott Mitnick obtained his Master of Public Administration from Syracuse University’s Maxwell School and Bachelor of Arts in Political Science from California State Fullerton.
